Democracy Under Pressure in West Africa
Core angle: West Africa is experiencing a democratic paradox. Public demand for accountable government remains substantial, yet coups have returned, constitutional rules are being contested, elections are losing credibility in some countries, and frustration with civilian governments has made military intervention more politically acceptable than it was a decade ago.
The democratic crisis in West Africa cannot be reduced to a simple division between countries with elections and countries ruled by soldiers.
The region now contains several different political realities at the same time.
Ghana, Senegal and Liberia have demonstrated that incumbents can lose elections and power can change hands peacefully. Nigeria continues to operate under constitutional civilian government, but disputes surrounding electoral credibility have weakened confidence in important democratic institutions. Côte d'Ivoire has maintained stability and economic growth while facing serious controversy over presidential tenure and the exclusion of major opposition candidates. Togo has changed its constitutional architecture in ways strongly contested by the opposition. Guinea has formally returned to elected government, but under the former coup leader and with major opposition forces excluded from recent legislative elections. Meanwhile Mali, Burkina Faso, Niger and Guinea-Bissau remain products of direct military interventions.
So the central question is no longer merely:
Will West Africa remain democratic?
It is more demanding:
Can democratic institutions convince citizens that elections, courts and constitutional rules actually provide security, accountability and meaningful political change?
The democratic paradox
Afrobarometer's continent-wide findings capture the contradiction particularly well. Across 39 African countries, 66% say democracy is preferable to other forms of government, and 66% reject military rule. Yet 53% say they could accept military intervention if elected leaders abuse power. Only 45% describe their countries as mostly or completely democratic, while just 37% are satisfied with how democracy actually works.
That gap between support for democracy in principle and dissatisfaction with democracy in practice may be one of the most important political facts shaping contemporary West Africa.
Citizens do not necessarily reject democratic ideals when they become frustrated with elected governments. They may instead conclude that the political system is failing to deliver what democracy promised.
That distinction helps explain why coups can attract public enthusiasm even in societies where people still say they value democracy.
West Africa's political spectrum in 2026
As of August 2026, it is more useful to view the region as a spectrum than as two camps.

The boundaries are not perfect. Democracy is not binary. A country can hold elections while weakening pluralism, just as a democracy can suffer a major constitutional crisis and then recover through strong institutions.
That is precisely what Senegal demonstrated.
Senegal: Democracy Survived Because Institutions Resisted
Senegal's 2024 political crisis provides one of the strongest recent examples of democratic resilience in West Africa.
Then-President Macky Sall attempted to postpone the presidential election, triggering protests and fears that one of the region's historically stronger democracies was sliding into constitutional crisis.
But Senegal's Constitutional Council ruled the postponement unlawful. The election eventually proceeded on 24 March 2024, opposition candidate Bassirou Diomaye Faye won, and both the governing coalition's candidate and Sall accepted the result.
The important lesson is not that Senegal avoided a democratic crisis.
It did not.
The lesson is that institutions proved capable of containing the crisis.
A constitutional court constrained the executive.
Political competition survived.
The opposition eventually contested the election.
The government accepted defeat.
Power transferred peacefully.
This is what democratic resilience actually looks like.
Strong democracies are not countries in which politicians never attempt to stretch constitutional boundaries. They are countries where courts, electoral institutions, civil society, citizens and political norms possess enough strength to stop those efforts from permanently changing the system.
Senegal therefore provides an important counterargument to the idea that authoritarianism is inevitable in West Africa.
Ghana: Peaceful Alternation—But Trust Cannot Be Taken for Granted
Ghana provided another positive example in December 2024.
Opposition candidate and former president John Dramani Mahama defeated the governing party's Mahamudu Bawumia with roughly 56.5% of the presidential vote. Bawumia conceded, and the transition proceeded peacefully. ECOWAS described the election as generally peaceful.
Ghana's strength lies partly in repetition.
Repeated transfers of power between major political parties gradually create the expectation that losing an election is not political extinction.
That expectation is enormously important.
If politicians believe they can lose today and return through elections tomorrow, they have less incentive to destroy institutions to remain in office.
But Ghana also provides a warning.
Democratic stability does not automatically mean citizens trust democratic institutions.
Afrobarometer's 2024 Ghana survey found that only about 29% of respondents trusted the Electoral Commission “somewhat” or “a lot.” About 35% expressed that level of trust in the courts.
Ghana therefore demonstrates the distinction between democratic continuity and democratic confidence.
A system can function while citizens simultaneously become sceptical of some of its institutions.
That is why democratic consolidation is never finished.
Liberia: The Power of Losing Gracefully
Liberia provided another important example in 2023.
President George Weah narrowly lost the presidential runoff to Joseph Boakai. With almost all votes counted, Boakai held approximately 50.9% against Weah's 49.1%.
Weah conceded.
The margin makes the concession especially significant.
It is relatively easy to accept defeat when an election is lost overwhelmingly.
It is much harder when the difference is extremely small.
Liberia's experience therefore demonstrated one of democracy's most important unwritten rules:
institutions survive when political leaders accept that temporary loss of office is preferable to destruction of the constitutional system.
For a country whose history includes devastating civil conflict, peaceful political alternation carries significance far beyond electoral procedure.
Nigeria: Democracy Without a Coup Can Still Lose Trust
Nigeria presents a different challenge.
Africa's most populous state has maintained civilian constitutional government since 1999. That continuity is a major achievement given Nigeria's earlier history of military rule.
But democratic durability cannot be judged solely by whether soldiers seize the presidential palace.
Nigeria's 2023 presidential election became heavily disputed. Opposition candidates Atiku Abubakar and Peter Obi challenged Bola Tinubu's victory, alleging irregularities. The Supreme Court ultimately rejected the challenges and affirmed the result.
The European Union election observation mission concluded that failures in the electoral process damaged public confidence and recommended reforms including greater transparency in election-result publication and stronger action against electoral offences.
That raises an important issue for the entire region.
There are two ways democratic systems can weaken.
One is dramatic: soldiers overthrow the government.
The other is gradual: citizens stop believing that votes matter, institutions are neutral or politicians can be held accountable.
The second can ultimately create conditions favourable to the first.
Nigeria's greatest democratic challenge ahead of future elections is therefore not simply preventing a coup.
It is making electoral competition credible enough that losing parties and their supporters continue to believe the constitutional system is worth defending.
Mali: Temporary Military Rule Becomes Something Else
Mali illustrates how easily a promised transition can become prolonged military government.
The country experienced military seizures of power in 2020 and 2021. Assimi Goïta eventually emerged as the dominant political authority.
The original promise was a return to civilian electoral government.
Instead, the timetable repeatedly moved.
In May 2025, Mali's military authorities formally dissolved all political parties, following protests demanding multiparty elections.
Human Rights Watch reported that the authorities subsequently elevated Goïta to a five-year presidential mandate through 2030 without an election, while political and civic space contracted substantially.
This demonstrates a classic problem of transitional military governments.
The argument for seizing power is usually temporary:
security has collapsed;
corruption is intolerable;
civilian politicians have failed;
the nation must be rescued.
But once military leaders control the state, another question arises:
Who determines when the emergency is over?
If the same authorities benefiting from exceptional powers determine when those powers end, temporary rule can become structurally permanent.
Burkina Faso: From Transitional Rule to Explicit Rejection of Democracy
Burkina Faso has moved even further.
The country experienced two military coups in 2022, with Captain Ibrahim Traoré ultimately taking power.
In January 2026, the military-led government dissolved all political parties and abolished the legal framework governing their activities. Authorities argued that excessive party proliferation had fostered division and weakened national cohesion.
Then in April 2026, Traoré publicly rejected the premise that Western-style democracy should determine Burkina Faso's political future, while elections remained postponed until security conditions improve.
Supporters of the government point to insecurity, dissatisfaction with earlier civilian governments, anti-colonial sentiment and a desire for stronger sovereignty.
Critics point to increasingly restricted political activity, diminished civil liberties and the absence of an effective electoral mechanism through which citizens can replace the government.
The dispute therefore goes beyond Traoré himself.
It raises a fundamental question:
Can political legitimacy based on national liberation, security and sovereignty substitute indefinitely for electoral accountability?
Eventually every political system must provide a mechanism for correcting leadership failure.
Democracy's answer is elections.
An authoritarian system must find another—and history suggests that alternative is often considerably less peaceful.
Niger: Security Becomes the Clock for Democracy
Niger's military overthrew elected President Mohamed Bazoum in July 2023.
A national consultation in 2025 recommended a five-year transition, potentially adjustable according to the security situation, and envisaged General Abdourahamane Tiani remaining at the centre of the political system. Political parties were also targeted for restructuring.
The problem with tying electoral restoration to security is structural.
When is a country fighting a transnational insurgency sufficiently secure to hold elections?
Next year?
Five years?
Ten?
Terrorist organisations have every incentive to keep instability alive.
If perfect security becomes a prerequisite for democracy, elections can always be postponed.
This creates an important principle for West Africa:
security and democracy cannot always be sequential.
Waiting until insecurity disappears before rebuilding representative government may mean representative government never returns.
Guinea: Elections After a Coup—but What Kind of Elections?
Guinea demonstrates a more ambiguous pathway.
Mamady Doumbouya seized power in the 2021 coup that removed Alpha Condé.
A presidential election eventually took place in December 2025, and Doumbouya—who had originally risen to power through the military—won approximately 86.7% of the vote.
Guinea then held legislative and local elections in May 2026.
Political forces supporting Doumbouya won an overwhelming parliamentary majority. But Reuters reported that the country's major established opposition parties were not allowed to participate; parties associated with Alpha Condé, Cellou Dalein Diallo and Sidya Touré had been dissolved.
Guinea therefore raises a critical distinction:
an election is necessary for democracy, but an election by itself is not sufficient to create democracy.
The meaningful tests include whether opposition organisations can operate, candidates can compete, media can scrutinise government, courts can act independently and governments can realistically lose.
Guinea has restored formal electoral institutions.
The longer-term question is whether it will restore genuinely competitive politics.
Guinea-Bissau: West Africa's Latest Coup Warning
Guinea-Bissau shows that the coup cycle has not ended.
Military officers seized power in November 2025, interrupting a disputed electoral process and installing a transitional government. The African Union and ECOWAS responded by suspending the country from their activities.
The transition remains active in August 2026.
ECOWAS says a constitutional referendum is scheduled for 30 August 2026, followed by general elections on 6 December 2026, and has called for the process to be transparent and inclusive. It has also demanded the release of detained political figures, including opposition leader Domingos Simões Pereira.
That makes Guinea-Bissau one of the region's most immediate democratic tests.
Holding elections will not be enough.
The credibility of the transition will depend on whether political opponents are genuinely free to organise and whether institutions governing the December election are perceived as independent.
Côte d'Ivoire: Stability Versus Political Competition
Côte d'Ivoire presents a very different problem because the military has not taken power.
Instead, the debate concerns constitutional interpretation, presidential tenure and the quality of electoral competition.
President Alassane Ouattara won a fourth term in the October 2025 election with approximately 89.8% of the vote. The election was broadly peaceful, but major potential challengers including Laurent Gbagbo and Tidjane Thiam were ruled ineligible. Turnout was around 50%.
Supporters can point to Côte d'Ivoire's relative stability, infrastructure development and strong economic performance after the catastrophic 2010–11 electoral crisis.
Critics ask whether elections remain sufficiently competitive when leading opposition figures cannot participate and one political leader remains dominant for such a long period.
That tension matters because democracy is threatened not only when constitutions are abolished.
It can also weaken when constitutional mechanisms remain formally intact but political competition becomes increasingly unequal.
Togo: The Meaning of a “Constitutional Coup”
Togo offers perhaps the region's clearest example of controversy over constitutional engineering.
A constitutional restructuring shifted the country toward a parliamentary system. In 2025, long-time leader Faure Gnassingbé moved from the presidency into the powerful position of President of the Council of Ministers.
The new office does not carry the same presidential term-limit structure, and opponents argued that the reform allowed Gnassingbé—whose family has dominated Togolese politics for decades—to remain in effective power indefinitely. Protests followed, together with arrests. The opposition described the arrangement as a “constitutional coup,” while authorities defended the country's institutions and public order measures.
This exposes a major weakness in regional democracy policy.
ECOWAS has developed relatively clear language against military coups.
It has much greater difficulty responding when political leaders alter constitutional structures through formally legal procedures that critics argue undermine the spirit of democratic alternation.
That inconsistency can damage regional credibility.
A soldier who ignores a constitution and a civilian politician who manipulates one are not legally equivalent.
But citizens may reasonably ask why democratic standards focus only on uniforms rather than on the quality of political competition.
Why Are Coups Returning?
The resurgence of military intervention is partly a governance crisis disguised as a military phenomenon.
Security is one driver. Governments in Mali, Burkina Faso and Niger struggled for years to contain jihadist insurgencies, creating public frustration with political establishments and foreign security partnerships.
Economic performance matters too. Young populations increasingly expect employment, education, infrastructure and dignity rather than merely periodic elections.
Corruption is especially corrosive because it transforms disappointment with particular politicians into scepticism toward the entire political system.
Afrobarometer's broader findings reinforce that connection: only 37% of respondents across its 39-country democracy study were satisfied with how democracy worked, while a majority were willing to tolerate military intervention when elected leaders were perceived to abuse power.
Social media adds another dimension. Political failures become visible instantly, while charismatic military leaders can build transnational followings through highly emotional sovereignty, anti-corruption and anti-colonial narratives.
The resulting competition is increasingly between procedural legitimacy and performance legitimacy.
Civilian governments say:
We were elected.
Military governments say:
We will deliver security and sovereignty.
Citizens increasingly ask both:
What have you actually achieved?
ECOWAS Faces a Credibility Test
ECOWAS understands the danger.
At its July 2026 summit on the future of regional integration, West African leaders explicitly identified democratic pressures alongside insecurity and economic uncertainty and called for stronger democratic institutions.
But preserving democracy will require more than condemning future military coups.
A credible regional democratic order needs consistent standards.
That means focusing on constitutional manipulation, electoral exclusion, judicial independence, media freedom and political repression as seriously as it focuses on soldiers overthrowing presidents.
The long-term danger is straightforward.
If citizens perceive ECOWAS as protecting incumbent governments rather than constitutional democracy, the institution will lose normative authority.
And once people stop distinguishing between defending democracy and defending whoever currently holds power, coup leaders gain an extraordinarily useful argument.
What Would Democratic Renewal Require?
West Africa does not lack constitutions. It lacks consistent enforcement and sufficient public confidence in the institutions those constitutions create.
A serious renewal agenda should concentrate on six priorities:
Make electoral commissions demonstrably independent. Election technology, voter registration, results transmission and dispute procedures must be transparent enough that losing candidates have credible reasons to accept defeat.
Protect constitutional courts. Senegal demonstrated why this matters when its Constitutional Council successfully constrained executive power in 2024.
Make peaceful alternation normal. Ghana and Liberia show that democracy becomes stronger whenever governing parties demonstrate that losing office does not mean losing access to the political system.
Apply constitutional standards consistently. Military coups should remain unacceptable, but manipulation of term limits, opposition exclusion and suppression of political competition must also receive serious regional scrutiny.
Keep armed forces professionally subordinate to civilian authority. A military can be respected without becoming a political party with weapons.
Deliver measurable governance outcomes. Electricity, jobs, education, security, infrastructure and public services are democratic issues because repeated state failure erodes the legitimacy on which constitutional government depends.
The last point may ultimately be the most important.
A citizen who votes repeatedly but sees no improvement in security, corruption, unemployment or public services can eventually conclude that elections are ceremonial.
That is where democracy becomes vulnerable.
West Africa is not witnessing the simple death of democracy.
Something more complicated is happening.
Citizens still want democratic accountability, but many increasingly distrust the institutions supposed to provide it.
Ghana demonstrates that governments can lose elections peacefully.
Senegal demonstrates that courts and citizens can stop constitutional overreach.
Liberia demonstrates that a president can lose an extraordinarily close election and concede.
Nigeria demonstrates that maintaining civilian government is not enough if confidence in electoral administration deteriorates.
Côte d'Ivoire and Togo demonstrate that constitutional politics themselves can become sources of democratic controversy.
Guinea demonstrates that returning to elections after a coup does not automatically restore political pluralism.
And Mali, Burkina Faso, Niger and Guinea-Bissau demonstrate how military intervention can transform from an emergency measure into an alternative political order.
The region's democratic future will therefore depend on a principle more demanding than simply holding elections.
Citizens must believe that elections can actually change governments.
Courts must be capable of restraining presidents.
Opposition parties must be able to organise.
Journalists must be able to scrutinise power.
Constitutions must bind incumbents as well as challengers.
Armies must defend states rather than govern them.
And elected governments must demonstrate that democracy can deliver something beyond election day.
The strongest argument against military government will ultimately not come from ECOWAS sanctions or foreign pressure.
It will come from successful African democracies.
When citizens can remove failing governments through credible ballots, obtain justice through independent courts and experience tangible improvements in their lives, the political appeal of coups diminishes.
That is the real contest taking place across West Africa.
Not simply:
democracy versus military rule.
But:
accountable institutions versus the belief that only extraordinary power can solve ordinary political failure.
